Wall lights versus Ceiling or Floor lights-- What is your choice?

While the ultra-urban & modern school of architecture abhors the provision of wall lights on the wall surfaces, a lot many households still prefer to have wall light provisioning at around 7.5 to 8 feet height with respect to the finished floor level.

If you were to design/ construct/ finish a place, what all standards or rules of fixing the wall lights you shall follow?
Example:
a) What height from finished floor level?

b) Will the placement be in context to the door frames' height, or irrespective of it?

c) Would you centre the wall point with respect to the overall dimension of the room's side, or would like to provide two equidistant ones?

d) Would you provision wall points on all opposite wall surface of all the rooms (any two surfaces in a given room, that is)?

e) .....

f) .....
